Delhi polls: DoT asks operators to submit info on bulk SMSes

New Delhi: In view of the approaching assembly polls, DoT has asked mobile operators in Delhi to submit information regarding bulk SMSes of “political nature” and keep a strict vigil on bulk purchase of SIM cards.
The Department of Telecom has also called for a complete prohibition of bulk SMSes from 5 PM on December 2 to 5 PM on December 4 as polling will take place in Delhi on December 4.
“As per the directions of the Election Commission of India, we have sent a letter to all the service providers to comply with the guidelines,” a source in DoT said.
“All mobile service providers shall provide the information regarding bulk SMSes (more than 100 SMSes) of political nature transmitted during the campaigning period,” the sources said.
The operators will have to send the reports even if there is no message sent by campaigners on a particular day. The instructions called for a complete prohibition of transmitting bulk SMSes of political nature during the period of 48 hours ending with the hours fixed for conclusion of poll.
The DoT has asked all operators to issue the directions also to third party players, who are engaged in the bookings of bulk SMSes. The department has directed the service providers to keep a strict vigil on bulk purchase of SIM cards, particularly pre-paid SIM cards.
“Further, mobile service providers shall also keep vigilance over the cases of abnormal re-charging and abnormal calling,” the source said, adding that any such case should reported to the Chief Electoral officer on the same day.
The DoT has also asked the operators to take necessary steps to ensure that no objectionable SMSes which are violating the provision of election law, model code of conduct are transmitted.
